The short answer

Limited access is a carrier tariff category for locations where ordinary freight pickup or delivery is restricted or operationally different from a normal commercial dock.

Do these first

Tell me what kind of site it is.

  • Name the facility type — school, construction site, storage unit, farm or secure facility.
  • Describe access — gate, security, hours, roads and truck-size limits.
  • Describe unloading — dock, forklift, liftgate or ground delivery.

Carrier lists are different

TForce Freight lists examples including houses of worship, construction sites, fairs, farms, mini-storage, military installations, mines, national parks, oil fields, prisons and schools without loading docks.

XPO's published tariff for the referenced service area uses a different list including shopping malls, mini-storage units, military bases, schools and churches.

That difference is the point: there is no single universal list.
